I don't know if spamming has been defined by law but it has always been considered, since at least 2010 when I joined, that single-emoticon, no-word posts are spam and were always treated as such by administrators before and after me. They used the police siren emoticon for it.

Spamming gets a formal warning, that's definitely in the Forum Rules. There is, I think, a verbal (written) advisory before any formal action is taken. Hence why the "this is a joke" emoticon doesn't work.

Yes, as mentioned on the front page, Sainte-Croix is indeed a member of La Francophonie. :P I will put down "excellent" relations between Sainte-Croix and Asgard. :D

His Royal Highness' Croisian Government now possesses diplomatic relations with 13 AIN nations and has exchanged embassies with 12 of those nations (Kingston & Boyce is the only nation that hasn't exchanged embassies with Sainte-Croix while having relations). If your nation doesn't have relations (or embassies) with Sainte-Croix yet, be sure to ask to have them established! :D

His Royal Highness' Croisian Government would like to report its findings this evening to Interpol and the Federal Kingdom of Lower Columbia.

Two males by the names of Gerard L'Otice and Paul Bourbetten, ages 28 and 26 respectively, have entered the Federal Grand Duchy of Sainte-Croix approximately six hours ago through Chilaibourg International Airport. We have reason to believe that the names "Gerard L'Otice" and "Paul Bourbetten" are aliases used by Malcolm Deloitte and Jürgen Dix, suspects currently under international search for potential involvement in the orchestration of the Sporthaven bombing in the Lower Columbian city of Nyhaven last Thursday.

We do not believe that the suspects have yet departed Sainte-Croix by any means, and that they are currently on Croisian territory. We are ready to cooperate closely with the Federal Kingdom of Lower Columbia, the Liberal Monarchist Bloc, and the Interpol, in finding and capturing these suspects. His Royal Highness' Regional Government of Chilaibourg and the government of the Royal City of Chilaibourg have been instructed to search and locate the suspects. The major cities of Baso, Darsingborough, Marlybron, Renné and Port Loove will all be placed on Travel Advisory Ratings of 3 in an attempt to find the criminals in the case that they disappear in Sainte-Croix. We hope that by narrowing down the position of these attackers from members of the LMB to Sainte-Croix, we will bring the criminals to justice faster, and we applaud the investigators onto the narrowing of the field of the attackers possible locations at such a quick speed.

His Royal Highness' Croisian Government recognises the Republic of Islas Verdes, the Representative Democracy of Exaletas, and the Kingdom of Histalpol as its highest political allies.

As of September 2013, the benefits of this status of diplomatic relations include Croisian financial assistance (in the form of both loans and grants) at the nations' request, exchange of military bases and essential military equipments at the nations' request, and prioritisation of the interests of these nations and their companies in economic contracts and contracts of other types.

While it is not guaranteed that the aforementioned nations will receive all of these benefits, they are more likely to do so than nations with diplomatic relations of lesser status, and the Croisian government is willing to negotiate with these three nations to a greater level. The Croisian government reserves the right to revoke these benefits should any of the current three nations take actions that will jeopardise Croisian interests within those nations, and/or are found to be in violation of human rights or other international agreements.

Our sources have told us that Mr. de Lisieux was the pilot of the seaplane which picked up the other two suspects and flew them to the United States, where all three men are believed to have assumed false identities and taken a series of flights that ultimately ended in Chilaibourg. We have been told that Mr. de Lisieux has a cousin living in a suburb of Chilaibourg who agreed to house all three men while they attempt to book passage to another country.

Since we consider it very likely that Mssrs. Deloitte, Dix and de Lisieux will attempt to leave Sainte-Croix soon, we highly recommend that you search for and detain them as soon as possible. We have sent your office updated physical descriptions and photographs of all three men to aid you in your efforts to stop these criminals from fleeing any further. Metropol Chilaibourg, the metropolitan police service of the city, will also be participating in the search efforts. On behalf of HM King Zachary and his entire government, thank you for apprehending the suspects in the Sporthaven bombing. Without your willingness to collaborate with us in bringing these three men to justice, they would likely still be at large.

Regarding your inquiry, it is my ministry's intention to charge all three men with conspiracy to commit an act of terrorism - a charge which, by itself, does not have the option of capital punishment if they are convicted on it. However, based on the testimony we received from other members of Columbians for Columbia, as well as the physical evidence we have collected since the bombing took place last week, we are preparing to charge Jürgen Dix with four counts of premeditated murder (one for each of the attack's fatalities), and 34 counts of attempted premeditated murder, under the special circumstance of committing an act of terrorism. A conviction on those charges would, in all likelihood, result in Mr. Dix being executed. Since we have only been able to confirm that Malcolm Deloitte and Bruce de Lisieux were involved in the group's escape plans, we do not anticipate charging them with any capital crimes.

I am aware that the Croisian legal system does not permit capital punishment under any circumstances, which might give you pause when considering whether to extradite Mr. Dix, given the information I have shared with you. I am therefore prepared to negotiate a compromise with your government that will prevent Mr. Dix from facing the death penalty if he is convicted. Simply name your terms, and I will evaluate them with my staff to determine if they are suitable for the circumstances.

Response Statement for His Majesty's Lower Columbian Government - Croisian embassy in Kendall

His Royal Highness' Croisian Government is indeed concerned over the possibility of Mr. Dix being executed in Lower Columbia if he is convicted. We are ready to extradite the other two suspects, Mr. de Lisieux and Mr. Deloitte, however we must indeed delay the extradition of Mr. Dix until we are assured by the Lower Columbian government that he will not face the death penalty even if he is convicted.

We do not wish to hinder the justice system of Lower Columbia. Therefore, we only ask that the Lower Columbian government guarantee our request above, which will be our sole demand. That being said, this request is non-negotiable and we will not extradite Mr. Dix if there is the slightest possibility of his execution. This is our greatest concern at the moment, however we will be on even greater terms with the Lower Columbian government if Mr. Dix can be given a maximum of 45 years if he is given life sentence, because this is the maximum prison sentence that can be given to any convicted criminal in the Croisian justice system.

If the Lower Columbian government agrees to at least prevent Mr. Dix from being sentenced to execution, we will ensure his extradition to Lower Columbia with speed.
