Public Communique from the Supreme Consul of the Cattalian Realm to the General Assembly of the Alliance

Her Grace's Regal Government has existing legislation regarding child rights that ensure stringent rules are in place to protect all children and the interests of the child are of the highest importance to us. Some areas of this legislation, such as Article 4 and Article 5 contravene our own domestic legislation surrounding child protection and social care, which is also further complicated by the provision of many childcare services by our devolved regional governments.

We thank the Federal Grand Duchy of Sainte-Croix for raising this legislation and the importance of preserving the life of children and ensuring they grow up in happy, healthy environments wherever they are in the world. We can assure you that this is a focal point for our own policies as well and the government sees no need to introduce further legislation to guarantee this.

His Royal Highness' Croisian Government would like to thank the United Kingdom of Cattala for clarifying its abstention from this treaty. We realise that the Cattalian government takes the necessary steps to protect the lives and welfare of minors and has a complicated childcare system that is incompatible with the treaty in question, which is why we will not hold Cattala accountable or subject to any loss of relations with the Federal Grand Duchy. Thank you very much.

The Government of Lovedelund will abstain from signing considering extensive measures are already in place in our constitution that could potentially conflict with this act. We appreciate that Sainte-Croix is taking measures to recognize the importance of the child and its rights. The Child Services Institute of Lovedelund provides extensive welfare coverage and an unparalleled orphanage program for the unfourtinate.

Lovedelund has had a long history of active working for the rights of the child and has been a pioneer in Child Labour laws in Europe. This being said, the Constitution of 1948, Article VII, extensively and thoroughly details the rights of a child. Considering this Article is part of the Immutable Laws, a change to this article would not only be considered unconstitutional, but can cause immediate impeachment of the Prime Minister if signed. I would like to stress that this does not mean we are against the Protection of Child Rights. We will merely abstain from signing due to the restrictions that the Constitution places on changing Articles. We sincerely hope that this does not affect our excellent relations and that we will continue to work together well into the future.

Well, if your constitution has everything this treaty requires, then that means you already meet the requirements of this treaty and therefore can ratify it. :P
